There are no blue-print scenarios for the institutionalization of a programme such as BW at country level. Every country has its specific needs to take into consideration. Small countries, however, might require a bespoke strategy aimed at tackling the specific needs of this group. Unlike bigger countries, the reduced scale of their markets and the limited capacities of their institutions make it more difficult to generate self-replicating dynamics
success:
BW is a programme capable of generating resources from the sale of its core services. This an asset that could help to develop strategies involving the private sector.
context:
In every exit strategy it is necessary to work with various national (and international) ‘hosts’ for the integration of the programme’s components into their dynamics and routines. Experience shows, however, that in small countries it is very difficult to develop the critical mass required for the institutionalization and continuation of certain processes.

administrative_issues:
It is not realistic to expect a successful transition from a stage where the full structure of the programme is in place to a stage where this structure completely disappears, even if some preparatory actions have been conducted during the implementation phase. Some sort of services are likely to be needed to support that transition.
