context:
The focus of the program is on capacity development and institutional strengthening. However, there is a risk that the “embedded” nature of the program leads to possible overlaps with regards to roles and responsibilities and levels of influence over work and decision-making.Capacity constraints are evident at the central and municipal level. Lack of operating budgets means that R4D-SP advisers take on more “high-profile” roles to supervise and complete work.

The embedded model, while identified as a good practice runs the risk of implementing “capacity substitution” effects. It is important to ensure all technical advisers and staff have a direct counterpart (individual or work unit) and have a clear capacity development plan and workplan, including a transition plan with strategies on how to effectively handover skills and knowledge in defined timeframes.
