- When the community leaders are not well integrated in the project design and implementation, this project experiment unnecessary delay and social conflicts between the beneficiairies and implementing partners.

- Everey area has its particular reality. One of the best way to understand those issues is to listen to those who are living it on a daily basis. The community leaders are among those who can provide a better frame work to understand the real nedds of the community. So it is crucial that in verey project they are involved as well in the design and the implementation.
