- There were some unrealistic targets target like expecting 50% of the FSPs would have a business case within the Project time frame and that there will be policies in place to monitor the SPM. These could have been suitably revised after the first 6-months. In absence of doing so, it appears the Project may not be doing enough to achieve the targets.

- Usually the prevailing conditions or changes in the project circumstances may make it hard to achieve certain targets. Keeping the targets that are not going to be achieved makes little sense. . Or on the other hand, if the Project feel some targets could be increased there may be opportunity to increase the targets as well

- The target and indicators could be set to be more realistic with a chance for review after the first progress report.

- The flexibility to revise the indicators and targets may be discussed and agreed with the donor upfront so that the Project can continue to focus on achieving the target indicators that are realistic.
