- Paraguay did not employ a NPC which increased the funds available for activities. ILO partnered with a local NGO to administer the project and disburse funds. Disbursement of funds was delayed which caused problems with implementation and dissatisfaction of local stakeholders.

Financial gains may be made from not having a NPC in country of implementation, but without ILOs support the project can delayed if the local partner is not strong enough to implement required administrative tasks.
