For example, while the project, in collaboration with the World Bank, was swift in developing a methodology for measuring SDG indicator 10.7.1, the piloting of the methodology depends entirely on National Statistical Offices’ own timing in implementing surveys.

Adequate country and stakeholder analysis is an essential step that allows identifying if key success factors are in place and are conducive for successful implementation or replication of a good practice.
