- Human resources are a key input for projects promoting social dialogue and aiming to increase countries’ compliance with ILS. Commensurate allocation of staff to project would have allowed for a more appropriate implementation in the field and a closer support from ILO HQ, going beyond the task of ensuring timely reporting to the donor.
