- 7. Engaging EU delegates as part of national programme advisory boards can, in some cases, encourage high-level government officials to also participate. In the case of the Safe and Fair Programme, EU delegates who were members of NPACS in some countries were able to use their high profile and strong networks with national government officials to encourage the officials to join the NPAC meetings, thus strengthening national buy-in to the programme and ownership in results.
