- Too many different countries and activities will spread the existing resources (human and financial) too thinly and could result in staff overloads.

- To implement a project in four different countries, Lao PDR, Myanmar, Viet Nam and Thailand, is a complex job and requires ample staffing and financial resources. In this case, the project was helped by additional funding for a Junior Professional Officer position in Bangkok. Other ILO Regional projects often have three or more international technical staff members.
