- There was the assumption made by the EU that the GoI’s presence at the project launch was their tacit approval of the project. Instead of involving the GoI from the beginning in choosing implementing partners, identifying those activities of relevance, and discussing roles and responsibilities in the project, as would be more befitting of a strategic partnership, the EU erroneously assumed that signing of the CAMM meant approval of an actual project and willingness to move forward on the terms set by the EU.
