"Nothing comes out of the sack but what was in it." It is not possible to have a strong DWCP without having a strong ILO presence. The ILO country representatives play a crucial role at all stages of the programme cycle including needs assessment, design, implementation and evaluation. At the present time, the country team is made up of a National Coordinator and four project managers.
