- The programme builds on previous interventions in the framework of a long-established partnership, in particular on the projects of the previous 2015-2017 cycle with a stronger geographical and thematic focus.
Enhancing Social Protection, achieving Skills recognition and improving OSH requires time and resources, both due to the number of steps involved to clear the technical issues, and to the political commitment required to implement and/or enforce decisions and laws. While the projects make good progress, it is clear that two or three years are insufficient to entirely complete the different processes involved and reach the final objectives.

Experience in many countries shows that many development partners typically engage in short-term support rather than in long-term partnerships, often leaving the results of projects uncompleted and hardly sustainable. Sustainability is often defined as “the next project” to take the work up where the previous project ended. This unfortunately is one of the realities of development cooperation. The long-term partnership between the Republic of Korea and the ILO addresses this reality and offers a much better perspective to achieve meaningful results.
