Activities under GAP11 have benefited from, as well as contributed to, the ongoing work of the country offices with the national stakeholders and to the sustainability of the results of previous initiatives. Countries need the full range of inputs, and that individual projects must contribute to well-articulated country wide programmes. The continuity with previous work was enabled by the donor in cases of Ecuador and Mongolia which have benefitted from the several years of PANADOR and IPEC projects respectively. Within the framework of USDOL’s project implementation requirements, USDOL has considered all the changes suggested by ILO and permitted many of the changes requested by the ILO team.

While the interventions in each country may be different, they can be guided by an understanding of the changes that are needed in policies, enforcement mechanisms at national and local levels, based on ILO’s strategic framework outlined in the strategy document of FUNDAMENTALS
