- Migration is not an easy issue to deal with since vulnerability of the population is extremely high. Also, this needs establishing partnerships with a number of external government and non governmental agencies

- ILO can forge alliances under ILO’s leadership, to partner with International Organization for Migration (to address trafficking issues), and with stakeholders at the regional level to address the issues of forced labour arising from cross border migration.

- This is critical for countries like Ecuador where migrants from neighboring countries such as Colombia, Venezuela and even Haiti, are vulnerable to trafficking and becoming forced labour in sectors such as mining.
