- Development of BDS providers as per ILO’s standards of SIYB and SCORE is a time-consuming and resource-intensive exercise. This leads to development of insufficient numbers of local BDS providers in adequate numbers. This limitation works as a critical challenge in upscaling BDS services by the BMOs to its members.
