The PRM III shows uneven relative performance between its 5 core elements and three Outcomes. All components were aligned with the project’s strategic goal of expanding access to decent work employment in the formal sector. However, they were implemented as “stand alone” activities, showing limited internal coherence, and contributing to uneven results and implementation performance.
