challenges:
The negative lesson is that the project activities were substantially delayed, and the Project CTA started only one year and three months after the start of the project.
success:
The positive side is that in a joint effort with the IGAD Secretariat and the EUD a Concept Note was finalized for the Reorientation of the project at the end of February 2019 (although this could well have been completed a few months earlier if communication channels had been more open).
context:
Although there were inputs both from ILO CO Addis Ababa and from regional specialists through longer-term missions to Ethiopia, in hindsight it can be said that it should have been more frequent and more sustained. This situation was aggravated by the worsening communication with the donor which should have set some alarm bells ringing earlier.
description:
When recruitment of key staff gets delayed beyond 3 to 4 months after the official start of the programme make absolutely sure that there is sufficient and sustained managerial and technical support from the responsible ILO Country Office as well as from the ILO Regional Specialists in DWT’s and from staff in HQ in order to be able to manage the project well and provide sufficient support to the existing project staff. In addition, activities should be initiated by project or backstopping, for example, an Evaluability Assessment should be conducted within the first 6 months of a project.
administrative_issues:
Provision of managerial and technical support staff from the ILO CO in Addis Ababa and from the specialists in DWTs and HQ should have been mobilized much sooner and much more sustainably once it became clear that the recruitment of key project staff was delayed so much.
