However, the approach to allow the AEs to employ qualified and skilled personnel to take up the day to day management of the AEs was a positive move to compensate the knowledge/skills gap among community owners of AEs. The approach to include local businesspeople, local authorities and Government in the boards of the AEs was also another positive approach to harness locally available and diverse skills sets.

Adaptations for quicker decision making in the context of a fast-changing pandemic context is important as delayed decision making can mean serious losses on the enterprise. The AEs in Mutoko and Beitbridge suffered from delayed decision making as the board did not meet regularly due to COVID-19 gathering restrictions. Their failure to meet and act on rising costs of operations with limited revenues led to salary arrears and resignations by some of the key staff of AEs. At planning, provisions for changing decision-making processes would be identified as part of mitigation measures for crises
