challenges:
Peer review is labour-intensive and costly, as it requires expertise and substantial preparation work. It also requires a level of political and cultural sensitivity to national contexts. For ESAP, the project has appropriately arranged sub-groups according to the language spoken – Albanian or Bosnian/Montenegrin/Serbian.
success:
The peer review practice and its outcomes have convinced stakeholders of the benefits of regional exchange.
context:
The peer review’s conceptual approach, where national institutions review the practices of their neighboring countries, was highly appreciated by participants. Participants gained awareness of their own shortcomings while acquiring knowledge from contexts similar enough to their own to be applicable. The process of bringing one’s own experiences and receiving knowledge in return has connected institutions. They reported becoming increasingly aware that regional networking represented a sustainable channel for continued learning and improvement. The ILO expert involvement in the peer review methodology, however, could have been more direct. Experts trained ESC members but did not participate in the peer review exercise itself. Since this was a first-time experience for participants, the involvement of experts in the implementation of the exercise could have further increased the quality of the output.
