challenges:
The negative lesson is that ILO results framework and monitoring systems are not currently able to adequately measure and demonstrate its results in “employment for peace”. The challenge is partly due to the lack of theoretical foundations as well as previous best practices to lean on as the field and understanding is rather new as well as difficult to define SMART indicators for.
success:
With more systematic monitoring, (as well as communication and Coordination) of peace and social cohesion indicators, ILO would be an important agent in helping to build a global evidence base and to contribute to global best practice on peacebuilding.
context:
Despite comprehensive ILO frameworks and guides, including “the Handbook” produced by this project, that provide guides for how to measure peace and social cohesion, at a practical level these specific elements of ILO projects results framework (as well as communication plans) are missing.

For an objective assessment of project’s impact on peacebuilding and social cohesion, a proper and systemic results framework must exists and contain baseline, indicators and targets that are specific, measurable, achievable, relevant and time-bound (SMART). Use a Monitoring workplan to determine how the project’s specific activities and results are contributing to the achievement of peace and social cohesion as part of the overall project’s outcomes and final impact.
administrative_issues:
Coordination between ILO HQ and ILO project units cannot be solely based on frameworks and guides, especially when it comes to mainstreaming a new complex field like “employment for peace”.
