challenges:
While the positive aspects of the lesson learned is that it strengthened the organizations common “peacebuilding language”, and promoted the visibility of both in the field of “employment for peace”, the cooperation has in many aspects been two-way between PBSO and ILO and a challenge of involving other parties more like the Geneva-based institutions (also part of the overall framework) and reinforce this cooperation remains.

The positive effect of a strong cooperation and development of a common “peacebuilding language” has been the increase of PBF funding for ILO projects.
context:
The thematic focus of the ILO/PBSO cooperation on employment for peace has been developed throughout the program phase 1. The advantage of developing this relationship is that it provided a clear guidance for ILO project developments in the field funded by PBF. For ILO it gave a new starting point for a strengthening focus on the organization’s role in peacebuilding efforts, while it for the PBSO introduced a strengthened focus on the role employment promotion and decent work can play in building and sustaining peace. However, the thematic focus of sustainable peace and social cohesion is quite broad and were in some aspects already important issues within the ILO for many years not least in projects operating in fragile and conflict-affected contexts.

The cooperation between PBSO and ILO led to the development of a more common “peacebuilding language” and enabled both organisations to better define their individual roles and common goals in the field of “employment and decent work for peace”. The programme cooperation with both PBSO and other peacebuilding organisations has permitted the acquisition of valuable instruments and demonstrated that effective mainstreaming of decent work and employment for peacebuilding can benefit from a trans-organizational approach.

Limited staff and resources for the mainstreaming of employment for peace within ILO (and PBSO) has kept the opportunities for moving beyond a narrow focus on the ILO-PBSO cooperation limited.
