challenges:
This is caused by several factors. Firstly, the resources available under the SIPP was limited and prioritized to implementation rather than monitoring and reporting. Secondly, as many interventions were co-financed by the SIPP and other resources, sometimes, isolating the analysis of the SIPP’s contribution to ILO-specific, institutional-level impact would be unrealistic and not comprehensive.
success:
Learning from previous lessons, the Programme has made an effort to identify the root causes of UFW and discrimination, as shown by various research and knowledge outputs.
context:
Measuring and reporting results only at the output level was identified as a weakness of SIPP’s M&E system in the Evaluation of SIPP 2016-17. Weaknesses in the M&E system remains for Phase 2018-19. Measurement and demonstration of the expected impact is still insufficient.
description:
A weak M&E system hinders an appropriate appreciation of the full impact of the Partnership Program.
administrative_issues:
Limited resources and light reporting requirements.
