- challenges:
- Country ownership and the engagement of government focal points within the framework of PAGE and the NSC can sometimes come at the cost of the formal exclusion of other tripartite members. It also must be noted that the role of tripartite constituents is not equal in all countries.
- success:
- While government focal points may be reluctant to include tripartite members formally, ILO has been able to engage with workers and employer organizations for consultation on their respective project level interventions.
- context:
- This “trade off” can be seen explicitly in the context of PAGE country program in South Africa, which has an engaged and capable NSC focal point from the Ministry of Environment. However, the lesson presented is applicable for all PAGE countries in which ILO is engaged.
- description:
- Effective country ownership can be attained through the creation of a strong National Steering Committee architecture early-on in the process. However, this can also result in the exclusion of other tripartite members, who may not be brought onboard by the respective NSCs.
- administrative_issues:
- ILO should seek, where possible, in future engagements through PAGE, to have the inclusion of tripartite members formalized within the framework of the National Steering Committee.
