- On October 28, 2022, a new, restrictive Organization Registration Law, regulating both domestic and international NGOs, was promulgated with criminal sanctions for civil society activity following the expiration of the previous law in late 2021.

- Numerous CSOs are operational and in the field in regions in Myanmar subject to conflict and hard to access.

- Large numbers of CSOs are operating in Myanmar and many are strongly committed to combating the Military Government.

- In Post-Coup 2021 Myanmar, CSOs have an important political role in spearheading advocacy for democratic principles and systems and a presence on the ground. Collaborating with them is one way development partners can meet their program goals. However, care must be taken to ensure Do No Harm/conflict sensitivity principles are adhered to, in light of the dangers to CSO staff of the Tatmadaw's campaign to undermine them.
