- When there is a need to enter a lengthy legal and political endorsement process, it is advisable to start the process as early as possibly. This implies continues dialogue with the national authorities explaining what is been done, the ‘why’ question, and the implications of the change expected. In this case, there is greater understanding and as a result acceptance of the process and its results.
