- Enhancing statistical capacities to monitor social protection systems. Sound policymaking should be based on an accurate situation awareness of the surrounding context. Except for Viet Nam, the remaining beneficiary countries exhibit shortcomings in the availability of data to trace and monitor policy implementation. In this regard, Mozambique has registered advancements with the publication of Social Statistical Bulletins, which was an accomplishment derived from the ACTION/Portugal Project, implemented in partnership with ILO. The experience of Mozambique may constitute the basis for a CoP that may encourage others to improve statistical data collection and analysis, which should be disaggregated by sex, age, ethnic group, and other relevant categories,
Improving financial management and economic sustainability of social protection policies and programmes at the national level. The Programme had some interventions in Zambia regarding better preparedness of the national government in improving national funding of social protection policies. Similarly, in Viet Nam the Programme supported actuarial valuations in the context of the revision of the Social Insurance Law. These efforts should be expanded to increase the sustainability in the expansion of social protection coverage. This progress is dependent on capacity-building of technical staff (e.g., actuarial models), and the existence of a culture of social protection that pressures leaders in placing social protection higher in the national agenda.
