In the first two years of the project implementation, most of its successes were attributed to the working style adopted by the ILO staff. They had a frequent presence at the partners' offices, providing technical support, with resultant better reach to and involvement within the government structure. This strategy has “shortened the distance” between the project and its partners; therefore, involvement and alignment with the national agenda are imperative. This is a good practice, as it creates a trusty, efficient and effective working environment between the project and partners.
