comments:
We fully agree with the first part of this recommendation. Regarding the second part of the recommendation, we believe that projects on this theme should find a right balance between applying national designed strategies and contributions from the global and regional levels. Because of the non-consensual and political nature of freedom of association rights, strategies at the global level are vital for the ILO to increase attention and commitment for these rights and ensure that its services benefit a greater number of constituents.
action_plan:
New multi country project on fundamental principles and rights at work in the cotton supply chain was developed for a limited number of countries (4). This project has a component on freedom of association and collective bargaining rights. GLO/17/04/INX. At present, no funding is available for multi level country projects with a sole focus on freedom of association and collective bargaining rights.

In future multi-country thematic projects on the promotion of freedom of association and collective bargaining, the ILO should work in fewer countries but with higher intensity. It should favour project implementation modalities capitalize on experienced national staff in country programmes (versus strategies that are implemented by Geneva or regionally based specialists).
