- The ILO acknowledges the observation and as such it is planned that in Phase 3 of the TCP, the project will continue to work of the development and effective implementation of national legislation, in closer alignment with international labour standards. Capacity building cuts across many of the outcomes of the project. Inputs will be provided on systems and processes, in order to support sustainability. Approaches will be tailored according to the individuals and institutions involved, primarily from the MOL, QCCI and workers’ representatives. The programme will actively consider the gender balance for each target group and explore ways to ensure the active participation of female officials. Training is expected to be fully aligned or even integrated into the plans of the respective Departments in the MOL and be linked to specific outputs of the department. For sustainability, the ILO office will seek to engage more local training institutions and experts, to the extent possible, and build the capacity of national institutions, including through ITC-ILO Turin. However, the ITC-ILO will not necessarily be involved in the support to the OSH Institute. (2) The plans for engaging with other line ministries is set out under Recommendation No. 10, and requires support from the MOL.

- The TCP should continue improving the capacities of the MOL in developing and enforcing labour legislation.
The ILO Project Office in Doha should continue proposing to support responding to the comments of the CEACR on ratified international labour standards, including in relation to the national legal framework on the protection against discrimination. The project should also continue supporting the discussions between the MOL and the MOF, on mainstreaming labour rights and fair recruitment into public procurement processes. Support should continue to be provided to the development, improvement and adoption by the MOL of standard operating procedures, including on labour inspection, conciliation, licensing and monitoring of recruitment agencies. The TCP should also continue facilitating or delivering capacity development in the form of eLearning programmes, study tours, strategic alliances and technical assistance, including for Labour Inspectors, eventually preceded by a learning needs assessment. The ITC-ILO should also consider providing support to the OSH Institute. The project should also consider exploring the constraints and needs in the broader eco-system of institutions involved in implementing labour reforms with a view to expand the reach of technical assistance, such as supporting the DSCs in decreasing the number of days for complainants to complete conciliation and adjudication processes. Accordingly, the ILO Project Office in Doha should advocate to the MOL for more empowerment and a capability to engage more directly, under the MOL’s coordination, with line ministries such as the MOJ, MOI, MOPH, MOF, MOFA, MOT and national institutions as deemed necessary by the project objectives and activities.
