- The ILO acknowledges and agrees to the main thrust of this recommendation, and this is a core function of all ILO offices and projects. While the project will promote the ratification of the Conventions, it should be noted that there are some restrictions. The TCP Phase 3 aims to further align law and practice in Qatar with international labour standards. All project interventions will be guided by the relevant international labour standards. For the conventions that Qatar has ratified, key issues highlighted by the CEACR have and will continue to inform interventions in Phase 3, including the most recent comments on C111. Support will be provided, where necessary, on fulfilling reporting requirements. In addition, further efforts will be made to promote the ratification of additional international labour standards, including the two fundamental conventions on OSH (Conventions 155 and 187), and the Protocol on Forced Labour. Freedom of association and the right to collective bargaining remains a long-term goal, and in the near term, within the timeframe of Phase 3, a number of milestones will be reached to promote workers’ voice and representation, including at the national level.

Advocacy related to ratification of ILO fundamental Conventions should continue with different stakeholders within the government. This could include but should not be limited to the adoption and ratification of OSH Conventions in the country, Conventions No. 155 and No. 187, which have become part of the fundamental conventions. Other conventions dealing with harassment and discrimination C190 and C100 should also be promoted, and their ratification advocated. Advocacy efforts for the ratification of these conventions should be viewed as paving the way for subsequent ratification of all fundamental conventions by the GoQ. The TCP should design a time path and implementation plan agreed with all actors of the elimination and compensation of recruitment fees, decriminalizing absconding and strengthened promotion of C87 and C98.
