The ILO acknowledges this recommendation. However, the structure and level of engagement with other government entities is beyond the direct control of the ILO, and will need to be discussed with the MOL at the end of Phase 2 / outset of Phase 3. The TCP Phase 3 aims to engage with more government entities, including MOI, PPO, MOF, MOJ, MOPH, etc. The ILO will discuss with MOL the possibility of having a broader steering committee, but it will be difficult to get high level buy in from other ministries to follow closely the work of the ILO on such a broad programme. Alternatively, the ILO could propose to join existing or newly formed committees on specific initiatives – on skills, OSH data, workforce planning, for example.

The ILO and partners should consider installing a national project governance structure to monitor and guide the operational management of the TCP and strengthen shared ownership. The ILO's role in Qatar should also be promoted to improve understanding of its mandate and create opportunities for meaningful partnerships with other ministries and entities. The governance of the TCP should be complemented by a national structure such as a steering committee or advisory board that represents selected national partners and stakeholders with a view to increase shared ownership at country level, facilitate horizontal coordination, gather evolving needs, swiftly address roadblocks and contribute to adaptive management. This structure should also monitor the implementation and logframe of the project and operational management with a view to inform the bi-annual strategic meetings held with the MOL and the ITUC and GUFs and with the MOL and the QCCI. It should also contribute to promote awareness of ILO's role in Qatar to improve understanding of its mandate and create opportunities for meaningful partnerships with other ministries and entities.
