- Ensure guidelines and management mechanisms are in place within the ILO that trigger action to resolve internal breakdowns of communication and relationships – especially where these are adversely affecting workplace harmony and programme efficiency and effectiveness.Reviewing ILO personnel and management practices are outside the terms of reference of the evaluation, but there were problems in The Philippines that were known to be affecting programme performance but were left unresolved. Clear guidelines and management mechanisms should be in place (if they are not already) to resolve such issues when identified. Importantly, they should not have to be triggered by individual staff (e.g., lodging a formal complaint to HR).
