a) The ILO/Korea has successfully shifted its focus from Lao PDR to Cambodia and Vietnam for the Global Accelerator and Just Transitions project. Efforts in the areas of OSH and social protection are now underway in these new regions, aligning with the donor's goal to contribute to the creation of the Global Accelerator model. This transition supports the ILO's key agenda in the region b) Recognition of MRS initiative, achieving significant milestones in recent years. As the partnership gradually phases out, the MRS initiative continues to gain recognition, highlighted by its official inclusion in the ASEAN Labour Ministers Work Plan and the ASEAN TVET Council Workplan. Additionally, the ASEAN Declaration on Skills Mobility, Recognition, and Development for Migrant Workers, formulated by Lao PDR, underscores the growing importance of this initiative. This MRS component of the new project will assist in finalizing the significant work accomplished through previous ILO/Korea projects. c) The new PRODOC incorporates advanced training, assessments, and certifications for ASEAN construction masters, emphasizing green practices and digitization. It also integrates a plan to digitalize skills and TVET for a more comprehensive approach. d) As highlighted previously, the upcoming program sees the ILO/Korea Partnership extending its support to new fields and regions previously not covered. However, there remains a consistent emphasis on the regional component across all projects. This ensures a comprehensive approach that aligns with broader regional development objectives. e) The ILO/Korea has supported the project with integrated interventions in OSH, social protection, employment, and social dialogue. This strategic alignment with the global accelerator and just transitions framework marks significant progress towards achieving our collective goals.
action_plan:
a) Refocus efforts in the fields of OSH and social protection towards Cambodia and Vietnam under the Global Accelerator and Just Transitions project, aligning with donor priorities and the ILO's agenda for regional development. b) Sustain support for the MRS initiative while gradually phasing out the partnership. Compile best practices and lessons learned for regional knowledge sharing, aligning with the ASEAN Declaration on Skills Mobility, Recognition, and Development for Migrant Workers. c) with a new project, implement advanced training, assessments, and certifications for ASEAN construction masters, emphasizing green practices and digitization. 4. With respect to the three technical topics, it is recommended to: a) Continue both OSH and Social Protection in Lao PDR (based on the SWOT analysis in Section 3.9 and the Comparative analysis in Section 3.10). In addition, these two areas are related to two outputs of outcomes of the ILO DWCP of Lao PDR 2022-26. b) Phase-out gradually the work on MRS by agreeing to fund one last phase of 3 years, in particular to take advantage of the Opportunity (cf. the SWOT analysis) to complete the last part of the MRS Roadmap from Step 5 to Step 7 for both Corridors 1 and 2. This will be conditional upon the inclusion in the new PRODOC of a solid and comprehensive Exit/Sustainability Plan, as well as models for replication of MRS. c) Develop for the Skills Outcome 2 on Digitalisation of skills and TVET a more integrated plan as part of a PRODOC and include a solid Exit Plan. d) Continue the Regional Components of each of the three projects as they are potentially important for embedding activities and outcomes into the ASEAN Institutions and Workplans, as well as for sharing knowledge and Good Practices and for enhancing cooperation among countries. e) Investigate the possibility of integrated OSH/Social Protection/Skills interventions to maximize the impact of the programme (as e.g., has been done in the current phase between the OSH and Social protection projects in Lao PDR).
