comments:
Botswana, Comoros, Madagascar, Malawi and South Africa continued to design their draft labour migration policies and Action plans in alignment to regional and international standards and frameworks. In addition, the ILO advanced its support on international labour standards by providing technical assistance through the production of comprehensive Gap Analysis Reports related to Conventions 97 and 143 to five countries: DRC, Eswatini, Lesotho, Seychelles, and Zimbabwe. In addition, it produced additional Gap Analysis reports related to Convention 181 in Eswatini and Lesotho. These reports compared national legislation with the provisions of the conventions and aimed to prepare these countries for future ratification.

SAMM's NCTE extension was approved by the donor covering the period January to December 2024. The NCTE targeted countries lagging behind on labour migration policy (Botswana, Comoros, Madagascar, Malawi and South Africa) and legislative reform such as DRC, Eswatini, Lesotho, Mauritius, Seychelles, and Zimbabwe.

The evaluation team recommends a “No Cost Extension (NCE)” of the project. Effort during the NCE will be targeted at countries that are lagging behind on the policy and legislative reform front and countries that are in the final stage of ratification of the legal instruments. This should be guided by an individual country level assessment that will ascertain the feasibility of the approach.
