- The existing ToC should be revised to provide a fuller understanding of assumptions and change logic. The ToC should be comprehensive at both SO and project component level to allow for elaboration of the specific assumptions and change logic that underpins the specific project components. Some of the articulated assumptions were also proven false and require revision. For example: "Low level of disruption associated with conflict and disaster-related risks in SAMM project countries." These will also need to be reviewed.
