comments:
The project modification in March 2019 extended the project duration through a no-cost extension, it also incorporated adjustments to project outputs and resources based on the findings, lessons learned, priorities and changes in the operating context. The Bridge project held a planning workshop in March 2019 where further changes to project outputs and resources were discussed with the donor. The updated activities, workplan and budget were submitted to USDOL for approval in May 2019.

Adjust project outputs and resources (Level of priority: high / Resource implications: low / Timeframe: short): Due to the significant changes in the environment in some of the pilot countries, and as described in the text of this document, some of the activities are significantly behind schedule while others are no longer as relevant or feasible. At the same time and due to the changes and lessons learned new opportunities have risen which are not part of the current project. For these reasons the evaluation recommends that the ILO team in close collaboration with the USDOL focal points revise and adjust project goals (outputs) and redistribute resources taking into account findings, lessons learned and changes in the operating context in order to maximise potential for sustained impact. As a result, we would expect shifts of funds but also in prioritisation. While overall goals would remain the same, some of the activities may shift to what is now seen as a more effective and realistic way to achieve that goal. The funds attached to that activity may need to be revised accordingly, requiring increased funds or liberating funds for other activities. This should not be seen as a redraft of the document, but remain focused on the areas identified for revision in this report. The ultimate objective of this revision ultimately is to adjust goals and resources with the view of achieving maximum impact in the time remaining. (linked to finding #5)
