"The project M&E will strengthened through the revision of the Comprehensive Monitoring and Evaluation Plan (CMEP), following the discussions in the March planning workshop. All proposed CMEP changes were submitted to the donor for approval in May 2019. These include: i) The Performance Monitoring Plan (PMP) will include additional indicators to monitor processes, for instance, a new indicator will be added to monitor the processes to be undertaken in Mauritania, Niger and Peru related to the targeted market analysis and participants' needs assessments to be completed in each relevant region or sector. ii) The CMEP indicators have been reviewed and some adjusted to make them more results oriented. One of the concerns mentioned in the mid-term evaluation was that the livelihoods indicator only captured the ""use of the skill"" training participants learnt from the project during the year following the training. A following indicator has also been added: ""percentage of livelihood participants with improved livelihoods"" where ""improved livelihoods"" is defined as either an increase in income or an increase in assets, hence focused on the results. iii) The CMEP indicators have also been reviewed taking into account changes in the expected deliverables. For instance, Niger and Nepal will be reporting on all of the livelihood indicators under IO5 whereas not all of these will apply for Peru and Mauritania due to the changes in the deliverables under this Intermediate objective. The second part of this recommendation ""Revise existing reporting mechanisms to promote learning"" is only partially accepted, since the project will not revise existing mechanisms that have already been agreed with the US Department of Labor, but will instead complement existing reporting mechanisms to promote cross-learning. The project has identified a list of potential mechanisms to better promote knowledge and learning between project countries - which will first be tested and finalised before implementation. At the internal level, these recommendations include holding a joint virtual meeting with the NPCs every 6 months for NPCs to be able to share project updates, challenges, good practices and lessons learnt for each country. In addition to this, webinars will be held on specific subjects on a regular basis. A preliminary list has already been developed which includes, i) forced labour indicators ii) fair recruitment iii) forced labour identification and referral mechanisms and iv) skills and livelihood training updates. The project will also create a shared Google drive where resources can be stored and shared as well as a project WhatsApp group to foster and promote learning (the WhatsApp group has already been created).

3. Strengthen M&E (Level of priority: medium / Resource implications: low /Timeframe: medium) - Indicators: The report describes the importance of process in order to arrive to the final goals, and how these can be slow, cumbersome but also very important to guarantee sustainability, ownership and relevance: i) for long term processes, it will be important to incorporate indicators that are better able monitor progress (in addition to goal), ii) identify results indicators where currently there is only measurement of output (for example, ofr IO5 currently there is no indicator that measures increase in the livelihoods as a result of the training, which is the ultimage goal/result); iii) Incorporate changes to the expected deliverables resulting from the changes on the ground (for example, the case of IO5 in Peru where the Bridge will not be part of the implementation, achievement needs to be measured differently). - Revise existing reporting mechanisms to promote learning: In line with the recommendation #2, the project should strengthen the learning potential of the M&E element by revising existing mechanisms and ensuring that the information loop does not go in only one direction (reporting) but that there are mechanisms and instances (which can be virtual) that promote reflection and cross learning.
