- 1) ILO Nepal should develop a more systematic approach to measuring training outcomes. To consider using Kindpatrick’s training assessment model which allows measuring the efficacy of the trainings on the level of reaction, knowledge and behavioral change. It is recommended to pay more attention for measuring training outcomes 3 to 6 months after training and application of new learning and skills by trainees. To ensure allocation of sufficient budget for M&E of capacity building activities (10%-15% of the total training budget).
