- The programme is attempting to reach domestic workers and in supporting in self-organizing in destination locations. In Jordan ILO held several discussions with the The programme conducted a tripartite workshop on the working and living conditions of domestic workers in Lebanon.
In Lebanon WIF continued to support Legal Agenda in publishing multiple articles highlighting systemic problems in the delivery of justice for migrant domestic workers.
Despite the acknowledgment of the Ministry of Labour in Lebanon on the need to reinforce access of MDWs to complaint mechanisms, little to no financial commitment is invested by MOL in the structure needed for such operations to be effective. WIF is assisting the Ministry to come up with a sustainable functional operation despite the limitations. The WIF program is also engaging with other stakeholders to complement these efforts.
In Jordan, WiF signed an agreement with Tamkeen (a local NGO) to publish articles on migrant domestic and garment workers focusing on gaps in the legal system and analysing court judgements while tracking social trajectories of workers lives.
- action_plan:
- Given the strategic role of worker centres as a unique space for women to gather and establish social connections that can enable practical collective action, the programme undertook consultations with the local communities surrounding the centres in Lebanon to review the relevance of the centres’ locations and improve migrant women’s involvement.
During the second phase, the programme is focusing on a research strategy to follow migrant women trajectories from of origin countries to destination countries.
Also during the second phase, WIF is supporting the development of Standard Operating Procedures to reinforce the grievance and complaint mechanism at the Ministry of Labour in Lebanon, and facilitate a referral mechanism linking MOL to complementary services provided by other government institutions and CSOs. The overall approach of the SOP takes into account restrictions facing live-in migrant domestic workers and WIF will explore tools to counter these restrictions once the SOPs and referral pathways are finalized.

- title:
- WIF should consider additional interventions to find ways of reaching live-in domestic workers who live and work in conditions of captivity and who are vulnerable to debt bondage and forced labour. WIF should research the social trajectories and needs of the many profiles of live-out migrant women who do not fit with the category of freelancer to create tools to reach them and understand their critical needs.
