This advocacy is on-going, and the new framework for the Skills activities in Lebanon is a renewed narrative to explain the complexity of the project to donors and stakeholders. However, it is naïve to think we can influence timeline of projects, in a context where deadlines are decided by donors national agendas.

6. There is a need for advocacy efforts to be undertaken at the donor level. This will help them to understand the complexity of this programme and have a better comprehension of the local context in Lebanon, including the diversity of labour market issues for both Lebanese and refugees. This should be reflected in giving additional time to plan and implement project activities/interventions, particularly the Italian Cooperation project. There is a need to integrate the design phase in the project life cycle.
