Under complementary interventions in the construction sector, a joint business competition supported 20 small businesses run by Syrian and Jordanian partners. The JBVs were supplied with plastering machines and guidance to start up small businesses. A similar approach is planned to follow-up with EIIP workers. If funds are available under a new phase of the Norway funded green works project, Syrian and Jordanian run JBVs can be supported to work on cistern and irrigation construction. This will have the added benefit of supporting social cohesion between host and refugee community members.

1. Clearly state in all work contracts issued to Syrian workers, the limits of work permits issued under the EIIP project (eligibility for new contracts) 2. Enrol all EIIP workers in ILO Employment Service Centres, and have at least 1 introductory career service session at the work site (explaining what the ESCs do and how workers can benefit). 3. Execute JBVs in future EIIP programming in green workers, share the request for proposals with EIIP workers from all phases of the Norway project, so that they can benefit from longer term opportunities using the skills they developed. 4. Continue to use mobile work permit vans to target agriculture workers in hard to reach placed

Refine EIIP approaches for work generation within the agriculture sector in Jordan. The EIIP approach has been shown to be effective in achieving work outputs as well as generating work opportunities and should be retained, including the rigorous record keeping procedures. Some of the criteria (expressed in the Implementing Agreement) could be refined. These should not be changed unilaterally but through a process of dialogue with Directorates of all Governorates. This could be achieved through conducting a Workshop to review the experiences of Phase I and then refine the guidelines. There should be room for these to vary according to the conditions in each Governorate. The issues that could be considered for refinement (but necessarily exclusively) are; - The selection of sites for reforestation, currently min. of 200 mm 38 - Selection of farmers for grants to build cisterns/tanks, to favour needy farmers. This might be achieved through adjusting the size of land, or ensuring agriculture is the primary occupation of the applicants, etc. - Achieving the right balance of reforestation and water harvesting (cistern/tanks construction), which might favour cistern/tank construction more in the Southern Governorates where these have greater production impact where climate changes has had greatest effect, and reforestation in the North where rainfall is higher. But both are needed in all areas. - Establishing work plans and strategies that provide time for (a) prepatory work (negotiating reforestation areas with traditional owners, selection of farmers for water harvesting grants) and then (b) timely field work to fit the seasons.
