- The proposal for workshops and surveys was estimated to be quite expensive. Hence, REFRAME identified an alternative communication tool. Instead of surveys and workshops, we are using a more efficient/cost effective method to bring the national teams together with HQ, via hosting regularized webinars to host exchanges of practices, challenges and lessons learned. The outcomes of these discussions feed into documentation of good practices.

- Recommendation 5: REFRAME team should conduct more frequent meetings involving the CTA, NPCs and other interested constituents to improve knowledge sharing across corridors and across global and country level initiatives.
The evaluation team noted that, on the one hand, NPCs and constituents at country level faced common challenges. However, they had no effective tool to share their experiences and seeks solutions in a more structured manner. As such, REFRAME team should consider planning half a day or one day workshops to discuss topics of common interest. Representatives from other ILO and non-ILO FR projects could also be included.
Short surveys could be disseminated to identify topics of common interest in order to plan these workshops. The evaluation team for example noted there was a strong interest in brainstorming about strategies to further involve workers’ and employers’ organizations at national level.
If a communication & knowledge management specialist was to be hired, that person could take the lead on these workshops that could, in turn, contribute to its mandate to identify lessons learned and good practices.
Alternatively, REFRAME should identify an alternative internal communication tool that can facilitate sharing of challenges, lessons and good practices.
