With reference to Recommendation 7 above, and especially if the issue of a strategy addressing Trade Unions (TUs) / Civil Society Organizations (CSOs) relations is not included in the thematic study, a case emerges for development and articulation of a consistent strategy on how to bring TUs closer to CSOs. Unions are rights-based and member-based organizations, but may be considered ineffective due to structural weaknesses, lack of gender-sensitiveness and political affiliations. By contrast, CSOs may have the competencies to deliver project-specific outputs and to nurture grass-root models of organization but cannot ensure migrant workers participation in collective bargaining processes. A ROAS/HQ level discussion would take into consideration shortcomings of the tripartite dialogue in the region and room for cooperation among ‘tripartite plus’ partners.
