These workships were conducted in partership with two consulting institutions and District Secretariats of Ratnapura and Kalutara. The comments/ feedback of participants for the content of technical materials and/or the strategy were obtained.

3. Sustaining the validity and use of guidelines and strategies. Guidelines and strategies require time to mature, through feedback, exchange and testing. For effective future strategy use, the EFL draft can first be updated to include the UoC need assessment findings. Next, the workshops should include interactive exercises to obtain feedback from participants for further strategy improvement. A project officer might need two days to review feedback, propose strategy adjustments and obtain consent from key stakeholders. It can be further considered to keep the document in draft till after one year of use in the districts. This will enhance the chances that the strategy and guidelines will become knowledge products with real strategic use for both ILO and the government. If ILO programming inn concerned areas will not continue, the recommendation can be still implemented by the concerned authorities, notably the District Secretariats.
