The Skills 21 project management has revised its management strategy to focus more on “Results based action” which is being embedded in every aspect of Planning and reporting. The Annual report 2019, Annual Work plan 2020, the extension note and the revised Log frame amply reflect results orientation of the activities. This is being practiced in every monthly meeting as well.

The Skills 21 project has revised its reporting format to switch from “Process” orientation to “Results” orientation. The OLD log frame of the project included a number of processes related targets, which have also been revised to make them RESULTs and Target oriented. The key areas of project impact include significantly improved employment rate through TVET system upgradation to deliver market relevant skills, job placement and institutional capacity development.

Undertake a results analysis of each activity implemented until now. Activities implemented are relevant, but the question “what have they actually achieved?” cannot be answered without a sound analysis of their benefits and results. This is particularly the case for training activities (for which a methodology has to be defined on how to assess the benefit of a training in terms of outcome related for example to improved teaching methods). Another example would be about “MoUs signed between TTCs and enterprises” – what has happened after the MoUs have been signed? The analysis of the project design has identified a weakness in the absence of a potential results analysis of the project. Once the results analysis is made, it will be possible to define the potential impact of the project as a whole.
