- The project has been engaging the government proactively and strategically at different levels to seek their participation in project activities. The project has also identified their needs such as COVID19 response plan and supported DTE in developing such document. The constant engagement and timely response to their needs have helped improve their participation. This has resulted in SWAp National Steering Committee (NSC) meeting, 2 Project Steering Committee (PSC) meetings and 2 Project Management Coordination Committee (PMCC) meetings in the last 7 months after the MTE. All these meeting were over due before the MTE started.

- Increase Government commitment and engagement. The MTE has pointed out the lack of GoB responsiveness and the limited attention of the National Project Director in supporting the efforts developed by the ILO team. The team is there to support the NPD, not to make decisions on his behalf. GoB responsiveness needs to be given more attention to allow decisions to be taken and higher priority to be given to TVET/Skills.
