The mechanism and elements of the SWAp as an output has been changed with a series of studies to develop a sector wide TVET investment Framework (SWIFT) for TMED and changes made in the LF. The EUD also suggested to limit the SWAp up to defining the Result Areas for SWIFT and get and agreement from the government to take this forward. The government agreed to the projects suggestions to limit the sector wide approach to TVET investment to TMED only at the SWAp NSC meeting of 18 December, 2019. The activity 3.2.1 has been deleted, 3.2.10 has been reformulated by replacing MRA with knowledge partnership. The indicators have been changed to more qualitative and results oriented in the revised log frame submitted to EUD along with the extension document.

Specific recommendations for Outcome 3.SWAP implemented by December 2021 as suggested by the project team is unrealistic. This target date is based on the assumption that the government (DTE) will endorse proposals at very short notice and that the Action Plan to be subsequently developed will be accepted by the government in August 2020. Fragmented discussions furthermore may not be the best practice to advance the agenda of a SWAP. It is therefore recommended: To clearly assign the leadership of establishing a SWAP to the GoB (and not to the project team) in requesting the GoB to designate a government official as SWAP mediator/coordinator (to be supported by the ILO team). The appointed coordinator should define what can be achieved within a time frame of 8-12 months beyond December 2020 and adjust the indicator of “SWAP in place” to “SWAP modalities defined and agreed by all parties, ready to be implemented by the GoB”.
