PROGRAM guidance and tools -- the latter of which comprised both online and face-to-face consultations, were used by the Policy Outcome 6 Coordinator to consult with specialists in both HQ units and field offices. Additional consultations beyond the guidance were held with field-based colleagues such as a zoom conference on 22 April, which focused on country-based challenges and opportunities. An activities and contributors table for global and country-level information, also developed in addition to PROGRAM requirements, contributed to robust and more-methodical activities-identification, which promoted better communication and engagement. Concerning communication, strategies and examples are regularly shared during zoom meetings of the Gender, Equality and Diversity Branch meetings, at which the most-recent one in May was virtually attended by field-based specialists on themes covered by Policy Outcome 6. The communication vehicles -- including briefs, blogs, policy documents and others -- are described in more detail in a subsequent section below of this update.

Strengthen the engagement with ILO country offices. Future SIPP interventions should be focused on the priorities laid out in Outcome 6 of the new P&B 2020-21, as the initiatives funded by SIDA under current Outcome 8 has merged into Outcome 6 after the recent strategic adjustment of the ILO Policy Outcomes. A clear link should be built between the global agenda and the country agenda in order to strategically prioritize the agenda items and streamline the actions. In particular, the following aspects should be strengthened in order to further enhance the engagement with, and participation of, the country offices: a. Firstly, designing global products and country level interventions in parallel allows timesaving and better synergies between the two. A communication strategy should be developed at the onset with clear identification of the targeted audiences and the best means to ensure that the message reaches them. b. Secondly, country needs and priorities should be fully taken into account when selecting project countries. At the design stage, country offices should be better engaged in order to contribute to developing the ILO proposal to SIDA in order to ensure that country participation in the Partnership Programme is need-driven rather than fund-driven, and the proposed interventions are contextually sensitive. In particular, designing global products and country level interventions in parallel should be strengthened for time saving and better synergies in order to further enhance the engagement with, and participation of, the country offices. A communication strategy should be developed at the onset with clear identification of the targeted audiences and the best means to ensure that the message reaches them.
