- Concerning the recommendation to develop "a clear design of organizational arrangements for project implementation", for many years several indicators in the ILO Action Plan for Gender Equality have tracked the extent to which development cooperation is gender-responsive. This recommendation would be most relevant for PARDEV, as gender-absent proposals are sometimes singled out for improvement but are not formally and methodically delayed before approval should they not be gender-responsive. Concerning training, after several past evaluations of the Action Plan stressed the need for better understanding of the "how to" of gender mainstreaming, espcially in the design phase and in development indicators, the Action Plan communication strategy has included short webinars or face-to-face tranings with programmes, units, departments and field offices (the latter of which most have also received ongoing training from the field-based gender specialists). Trainings highlight the importance of intersectionality and relevant factors -- such as for example ethnicity or disabilities -- that should inform design. These also include a focus on quantitative and qualitative indicators and corresponding targets.
Examples of documents disseminated and other communication vehicles that are adapted to different audiences are many and include: policy briefs such as on Covid-19 responses and key lessons from the HIV pandemic, webinars such as on workplace and disabilities, blogs, short videos, and twitter messages from well-known playwrites, actors and rights activists. A series of publications targeted to specific audiences on gender equality include policy briefs for decision-makers and stakeholders, as well as "ILO Briefs" on specific issues or standards such as how Convention No. 190 on Violence and Harassment can support the COVID-19 response.

- Enhance internal coordination among different work streams at the ILO To place itself in a better position to meet the objectives outlined in the Partnership Programme, the ILO should also adjust its institutional coordination and reporting practices in order to better detect and analyze the potential impact of the SIPP interventions. A clear design of organizational arrangements for project implementation should be developed based on existing institutional capacity.
The ILO should give proper training on the interactions between UFW, gender, ethnicity, and other relevant factors to its staff and consultants involved in delivering results through an intersectoral approach to avoid inaccurate assumptions and design better informed initiatives.
Documenting and sharing experiences and strategies concerning the same sectors and groups across different countries helps identify commonalities, despite the specificity and diversity of national circumstances, and inform future activities. The ILO HQ and country office should collaborate to develop various means of communication, adapted to different audiences, such as formal reports, policy briefs, or multimedia products.
