- This is not straightforward the ILO needs to be open to looking for means of conducting background checks on prospective employers at least to prevent workers being hired by those with bad records (wages; working and living conditions; abuse and exploitation). LA's are not best suited as they have a commercial relationship with employers. Perhaps the state authorities should conduct this vetting before authorising work permits. This is also part of the COD's duty of care to migrant workers.
